St. Pete's housing stock splits roughly three ways, and each one remodels differently.
The 1920s bungalows in Old Northeast, Kenwood and Roser Park have plaster, original trim profiles you can't buy off a shelf, and often galvanised supply lines still in the walls. Bathrooms in these homes are usually tiny by modern standards, and the interesting question is almost always whether a closet or hall can be annexed. We mill trim to match rather than butting modern stock against hundred-year-old casing.
The 1950s–70s block ranches across most of the rest of the city are on slab with terrazzo underneath a lot of the flooring. Terrazzo is worth knowing about before you tile over it — if it's intact, restoring it is often cheaper and better-looking than covering it, and we'll say so even though it's less work for us.
Shore Acres and the low-lying waterfront areas carry flood considerations that change what's sensible below a certain elevation. Tile and LVP over a properly prepped slab makes sense there; engineered wood generally doesn't.
Permitting goes through the City of St. Petersburg Building Department rather than Pinellas County, and the exemption list is specific: finish work like tile, cabinets, countertops and paint is exempt, but water heaters, electrical, load-bearing changes and any plumbing that moves pipe are not.
